Urban Concept
Modern Pärnu is a historic Estonian city characterized by predominantly low-rise, horizontal, and homogeneous development, lacking large-scale attractions and a distinctive skyline. The Aether project proposes a radical yet contextually grounded step—the introduction of vertical landmarks that create a fundamentally new and recognizable city silhouette while establishing a powerful urban hub along the riverfront. The high-rise towers not only contribute to the emergence of a new city center but also serve as spatial landmarks, connecting previously fragmented districts—from the historic Old Town and commercial areas to the future creative quarter. The project transforms an underutilized waterfront site into a vibrant public space, returning the riverfront to residents and revitalizing the area as a focal point of urban activity.
Architectural Concept
The volumetric and spatial design is based on the concept of Aether—an element symbolizing the pure upper layer of air, lightness, and weightlessness. The architecture of the complex seeks to overcome gravity: the massive tower volumes are elevated above the ground on elegant columns, creating the impression of floating among the clouds. This approach frees the intermediate level, making it visually permeable and accessible. The boundary between the built form and the natural environment is intentionally blurred. Rather than dominating the landscape, the buildings hover above it, preserving visual corridors toward the river while allowing the roofs of the lower structures to be utilized as additional public space.
The project site has been transformed into a multi-layered public ecosystem divided into clearly defined thematic zones operating 24/7. The ground level, entirely free of vehicles, is dedicated to pedestrians and landscape, while buffer greenery protects the internal environment from the adjacent transport corridor. The development brings together a cultural cluster—including an art museum, science center, and outdoor exhibition spaces—and an educational and family-oriented zone featuring a children's development center, art and language schools, and pavilions with swings. The sports and recreational areas include a spa complex, outdoor fitness facilities, a forest trail, public terraces, a skatepark, sunbathing areas, and a unique floating swimming pool located directly on the river. A carefully designed promenade connects all elements into a continuous pedestrian experience, integrating the river into the everyday life of the city.
The project's technical concept is based on the principles of sustainable urbanism and a "smart" landscape. The engineering solutions include advanced systems for the collection, filtration, and reuse of rainwater for the autonomous irrigation of the extensive green terraces and park areas of the complex. Thoughtful microclimatic modeling of the building forms provides natural wind protection for the public spaces along the river, while all waterfront infrastructure has been designed with consideration for seasonal fluctuations in the water level of the Pärnu River. In addition, the building volumes elevated above the ground prevent the formation of continuous shadow, allowing natural sunlight to penetrate unobstructed to the pedestrian promenade located north of the complex.
