The goal of the project is to create more than just a municipal or governmental center. It aims to become a public civic space that fosters transparent governance and encourages community participation in decision-making—enhancing citizens’ sense of ownership in shaping their future.
The City Hall will reflect the identity of Lefkoşa (Nicosia), North Cyprus, a city rich in cultural heritage and historical depth. It will serve as a civic landmark and a dynamic public space that bridges the city’s past with its vision for the future.
The project promotes “sustainable vibrancy” through a mix of uses and diverse public activities, including cultural, recreational, and community-oriented events.
It seeks to transform the traditional perception of government institutions by designing an open, inclusive, and welcoming urban environment that strengthens civic life and enhances public spaces.
Your project for the Nicosia City Hall displays a bold formal strategy—one rooted in fractured geometries that suggest a civic complex in tension and motion. The interplay of sloped planes and voids creates moments of architectural drama, particularly in the arrival sequence. What stands out most is your willingness to challenge the typical static government typology with a more expressive, almost sculptural language. This is a powerful architectural statement. However, with expressive form comes a heightened need for clarity in function. While the tectonic articulation is conceptually strong, some of the fragmented volumes feel spatially unresolved—particularly in how they accommodate public programs. A civic center must communicate openness, not just through symbolic transparency but also through legibility in its spatial organization. In places, the relationship between public thresholds and interior hierarchies could benefit from greater clarity.
Consider mapping the fractured formal language more deliberately onto the functional program. For example, can a major fracture become a shaded civic promenade?
Study how these forms behave environmentally in Nicosia’s Mediterranean climate. Could angular rooflines support rainwater harvesting or natural ventilation strategies?
Explore integrating locally sourced limestone or sand-colored concrete to root the tectonics into the material culture of North Cyprus.
Revisit the arrangement of civic vs. administrative spaces—are their entrances intuitively navigable? Could the geometry assist rather than obscure access?
Think about how this ensemble is experienced in time. How does morning light enter your atrium? Where do shadows fall in summer heat? These moments transform good architecture into memorable civic space.
